National Rivers Consortium

The National Rivers Consortium is a UK environmental mitigation partnership that supports housing and infrastructure projects in meeting nutrient-neutrality requirements. Working alongside regulators including Natural England and the Environment Agency, they design and deliver wastewater treatment and pollution-reduction schemes that remove excess nitrogen and phosphorus from river catchments. By offsetting the environmental impact of additional wastewater, their work enables planning approvals to proceed while protecting sensitive waterways and habitats.

The Challenge

National Rivers Consortium (NRC) needed a robust, scalable solution to manage nutrient neutrality credits and track mitigation activities across multiple river catchments. The organization required a system that could handle complex credit/developer relationships, provide real-time visibility into phosphorus and nitrogen balances, and support collaboration with external stakeholders. Key requirements included a pooled ledger for tracking intake and mitigation, logic to prevent data errors (such as downstream zones mitigating upstream zones), and the ability to share workspaces securely with external viewers and contractors. 

The Solution

Prodactive designed and implemented a suite of Smartsheet templates tailored to NRC’s needs. This included a mitigation tracker, pooling sheets with zonal logic, and a catchment intake sheet. The solution featured automated dashboards for each catchment, dropdown-driven credit reference management (leveraging Smartsheet’s new functionality for sourcing dropdown options from other sheets), and flexible workspace sharing for both internal and external users. The system was designed to be reusable and easily cloned for new catchments, supporting NRC’s expanding operational footprint. 

The engagement began with a collaborative kick-off to define requirements and metrics for the demo environment. Phil Robbins led the technical build, iteratively refining templates based on NRC’s feedback. Enhancements included a new zone-based template to allow more granular mitigations, featuring logic to prevent upstream/downstream data errors, along with a simplified pooled ledger for tracking balances where zonal or reference-linking approaches are not necessary. The team addressed dashboard and reporting needs, enabling visual representation of nutrient balances and facilitating external sharing with appropriate permissions. Ongoing support included troubleshooting, admin walkthroughs, and ad hoc consulting hours for further refinement.

The Outcome

NRC now benefits from a centralized, transparent system for managing nutrient credits and mitigation activities. The solution has improved data accuracy, streamlined reporting, and enabled secure collaboration with external partners. Users report that the templates are “perfect for what we needed” and appreciate the flexibility to adapt the system as requirements evolve. The engagement has positioned NRC to scale its operations efficiently while maintaining rigorous data controls and auditability.
